History
During the Mri/Regul Wars, the Regul hired the mercenary Mri to attack Alliance from a side of Alliance not involving Union, and so the Alliance fought alone. Moreover, in its long distrust of Union, the Alliance feared an attack on its flank by Union. Alliance Security (AlSec) founded 300 years previously by Signy Mallory proved all too powerful against the constitution framed by Damon Konstantin. Alliance became a police state on the home front, repressive and suspicious.
Union, while worried about Alliance's wars with the Mri and Regul, was not able to intervene across Alliance space until the war worsened. In CJC's 1978 trilogy, The Faded Sun, with a timeline summarized in later novels, 40,000 in Gehenna and Angel with the Sword, the Alliance removed its capital to Haven from Pell in 2722 CE to bring its center of government center closer to the war zone and improve reaction time. Pell is reduced to a regional capital, but remains the cultural, if not the administrative, center of the Alliance.
After the Fall of Haven to the Mri, Alliance finally appeals to Union for aid. While help is debated in the Union Council, Haven falls, and when Union forces arrive they are met with distrust and anger by Alliance forces who do not understand what restraints have operated on the home front. It had been AlSec policy to keep the war out of the home territory of Pell; but there is now intense economic suffering and the loss of life can no longer be concealed.
The Mri Wars end in 2943 when Haven is retaken by Alliance and Union forces. In 2749, however, a revolution takes hold in Alliance. AlSec's powers are curtailed as the Konstantin Constitution is restored.
